changing size of REDBOOK Radar Labels

I need assistance with one more thing for the radar summary for NSBF.  
I need to make the image 640;480, but the VGF file that contains
the RADAR Labels from REDBOOK graphics are too large at that res.
Is there a way to display text in a vgf file in smaller size.  
I see the reference to scale file and attribute file but 
don't see any more detailed info on that.
