20001009: NOAAPORT radar mosaic

I provided the program gprcm to display the Radar Coded Message products:
http://www.unidata.ucar.edu/packages/gempak/examples/gprcm/index.html
You should have that program in your distribution (including the online 
"phelp gprcm").

Also, you can decode the grib product HAXA00 KWBC which is a grid containing
the same type of information (Vip levels 1-6) (but you have to increase the 
maximum
number of grid points to ~175,000 points for that product).
