20000924: dcamos and new AVN MOS guidance

Robert,

The dcamos does not know about the new format of bulletins. These
mos decoders are pretty hardcoded to the format of the data.I can
send you the nwx entries if you want to view the bulletis there.
Lots more stations of course.
