Pl15 is a complete distribution with the pl14 patches applied as well as
the imar2gm.f (http://www.unidata.ucar.edu/glimpse/gembud-list/1300)
fix that is in the patches directory.

The other addition of importance that isn't in the patches is adding the
ukmet center number to the dcgrib code to decode those thinned grids on the 
IDD. The dcgrib.tar.Z in the patches directory has that addition as well.
