Garp is included with the Unidata GEMPAK distribution (Garp is just a GUI 
interface to GEMPAK).

The current Unidata GEMPAK distribution on our FTP site gempak54upc_pl15.tar.gz
is updated with Garp version 2.1.

Your system administrator that handles your GEMPAK maintenance should
have the information for acessing and installing GEMPAK.
