20000106: dcacars: Could not open gempak file

Chris,

looking at your -e flag to set the GEMTBL location in the pqact.conf
file,

This should probably be:
-e GEMTBL=/nawips/gempak5.4/tables

eg, no "-" in the gempak5.4 directory name. Without finding this
directory, the packing file won't be found which may be a problem.
