19991020: Profiler decoding

Art,
dcprof decodes the hourly BUFR summaries transmitted on the HRS
data stream.
dcncprof decodes the netcdf bulletins transmitted on the FSL2 feed.
The netcdf files provide both 6minute and hourly summaries, so
for the most part, dcprof is obsolete.
Dcncprof isn't built by default when you build Gempak since it requires that
you have the NetCDF library installed, and not all sites have that- nor
do all sites get the FSL2 data.
To build dcncprof, you need to verify that the NetCDF library and
include file locations are properly defined by NETCDF and NETCDFINC in
$NAWIPS/config/Makeinc.common. Then:
cd $NAWIPS/unidata/ldmbridge/dcncprof
make clean
make all
make install
make clean
The pqacts for dcncprof is shown at:
http://www.unidata.ucar.edu/packages/gempak/tutorial/pqact/decoders.tbl
There are 3 actions, one for hourly and 2 for 6 minute.
I'll have to see if anything has changes with the BUFR data on HRS.
The same build proceedure is needed for dcacars. You have to contact FSL
directly to receive the ACARS data on the PCWS feed from them.
The dcacars decoder converts the NetCDF files on the feed into
a surface ship file which can be used with NSHARP and acprof.
