Gempak 5.4 from NCEP didn't have a synoptic decoder. We provided our own
dcsynop for synoptic, ship, and buoy reports.

There is a freely available perl decoder for NetCDF output in the
~ftp/pub/decoders/decoders.tar.Z called buoy2nc.
