19990412: directory createion errors

Brian,
As Robb mentioned, the LDM will create its own directories,
as will dcgrib which I wrote at unidata. Dchrly and dcuair are
decoders written primarily at NCEP and require the directory to be created
first. 

Since the LDM just files all of the text files for NWX, all of those
directories will be created automatically.
