Hi Joe, gribtocdl is part of the gribtonc decoders package that has been deprecated because it can only decode Grib1 type files. One has to be careful in defining the parameter tables, it's dependent on the Grib1 file source. It's still available in unsupported mode at: ftp://www.unidata.ucar.edu/pub/decoders/ decoders.tar.gz If you have a netcdf file, you can use ncdump utility to create a CDL file.
