The test file you sent is corrupt, the first part is:

7   z 274 257   ' 034  \0 002 270   ` 036 006 023 215 024  \0

A standard Grib file usually starts similar to this:
G   R   I   B  \r   V   ~ 001  \0  \0   

Can you send another test file?
