[netCDFDecoders #JLY-978063]: problem decoding synop

Hi Carina,

The problem was the reports did not contain the time_obs or the time_nomial 
data. Rereading the WMO manual on codes says that to use the bulletin time if 
the time is not in the report.  The syn2nc decoder was modified to support that 
feature. A new release perlDecoders-5-1-2.tar.gz is on the ftp site. If you 
encounter any problems let me know.
