[netCDFDecoders #JLY-978063]: problem decoding synop

Hi Carina,

Looking at your test file, indeed the the times are missing. Checking with our 
IDD site, the files have  the correct times, ie

time_obs = _, _, 1285113000,
time_nominal = 1285005600, 1285005600, 1285113600, 1285113600, 1285048800 ... 

The problem might be the format of your reports, the decoder follows the guide 
line in WMO manual 306 on codes for synoptic reports. So could you send me a 
sample of your synoptic data so a check can be made for the problem.
