[IDV #SPQ-931732]: HIRLAM hybrid level data fails

John,

I already have a unit test for this fix, it's 
TestTransforms.testHybridSigmaPressure3   I didn't close this report 
because I redid the solution and it's not going to be ci until the 4.1 
release is branched.
