[netCDFJava #LEL-407634]: NJ4.1 problem reading Grib file

Grepgory and Richard,

I downloaded the latest NCEP wgrib decoder to see what table NCEP uses to 
decode the Lake Erie data. NCEP used it's operational table version 3,  so I 
added an entry for center 161 subcenter 1 and version 3 to use the same table. 
The sample data was display and it looked correct. This new table lookup will 
be in the next snapshot release, actually thredds is in progress of making a 
formal release in the next week.
