Hi,

The source code for the BUFR API is at:

http://www.unidata.ucar.edu/software/netcdf-java/

under the heading:

Development version 4.0 (requires Java 1.5+)

in directory:

ucar.nc2.iosp.bufr

The ToolsUI program will read BUFR files but there's no 
documentation for the program. It's an internal testing 
program.
