Hi Robb,
Could you check out the following GRIB table reference? Based on what I'm
seeing in the data files, I could believe that the reference is correct
(i.e. 130 is MSLP and 238 is snow cover percent).

Sorry for the delayed response.
The website (http://www.nco.ncep.noaa.gov/pmb/docs/on388)
shows GRIB Parameters and Units under Section 1 Table 2.
The first section shows Parameter Table Version 2. If
you scroll down in that table to 128-254 it says reserved
for use by originating center. Then it says
NWS/NCEP usage as follows...
The originating center for 7 is NCEP so, even though this
is not Version 129, I think this is what you would use. I
have posed this question to the WPP maintainer and I will
let you know what she says when I hear back. In the
mean-time I would say try Table 2.
