all the info you are requesting are on the web page at:

http://www.unidata.ucar.edu/software/decoders/

there is a index tag that describes the details of the index file.  Also  the 
library is not written to be
able to dump the whole file to text, it's written to get the header info and 
the parameter info to be able 
to dump individual parameters to text. the complete text output for the models 
would be many gigabytes.
