[IDV #NUE-556080]: gribjava-3.0 missing Exception class in jpeg2000.jar file

Jay,

attached is a jpeg2000.jar file with all the clases from the jj2000 library. 
the reason the jpeg jar
that came with the Grib package was missing classes is that they were not 
needed and it doubled the size
of the jar. it was build with java 1.4
