[netCDFDecoders #XTA-100123]: metar2nc

Gil,

i added a -c option to the metar2nc and the metar2nc.new1
decoders so they can be run from the command line on archive data.
i made a new release it's  decoders-4.1.5.tar.Z  it's on the ftp
download section for the decoders. let me know if you have any problems.
