the year is now 4 digits,  (1:yyyy)(\1:mm)

if this doesn't solve the problem more stuff later on:

the write error makes me suspect that the directory isn't writable by the
ldm.  an easy test is to do a command line invocation as ldm in HOME, ie

% decoders/bin/ua2nc etc/raob.cdl data/decoded/upperair 200412 < <datafile>

the data file shouldn't be older than one day or the data will be skipped

if still having problems, what version of decoders? latest is 3.0.6
