[CONDUIT #VZK-696159]: 20161206: CONDUIT outage

Hi,

The last CONDUIT data product available in the LDM queue on the NCEP CONDUIT
source/relay cluster, conduit.ncep.noaa.gov, has a time stamped of 
20161206195329.856022
UTC, and that roughly corresponds to the latest times reported in rtstats plots 
for
CONDUIT at the Unidata IDD top level relays.

Any idea of what is going on?
