[conduit] ncep 4knam grid tables

using the latest gempak download, fields seem to be missing in the grid tables.
here is an example of a decoded file:
here is a sample of missing fields output from dcgrib2:
Things I notice missing are 1000m AGL BREF and composite BREF.
anyone know what to do when items are missing for dcgrib2 grid tables? :)
