[CONDUIT #HGF-659268]: setting up new CONDUIT feed

First, congrats on the smooth transition in CONDUIT!

Second, I was delighted to see the TIN that Becky issued this morning
(12-38) for the change in the HINDEX and RHPW fields!!

Next:

One entry in the list that is old and can be removed is:

allow ANY ^atm\.geo\.nsf\.gov .* ^data2/TIGGE_resend

I will check with others to see which, if any of the other
entries can be removed.
