[CONDUIT #NLP-275663]: SREF upgrade testing

I have just verified connectivity to 140.90.33.30 from:

128.117.156.80  <-> gale.unidata.ucar.edu
128.117.134.103 <-> lead4.unidata.ucar.edu
128.117.156.29  <-> buddy.unidata.ucar.edu

The connection attempt by motherlode, however, is being blocked

128.117.114.119 <-> motherlode.ucar.edu

Getting motherlode ALLOWed is _not_ vital to our testing.  We can let
this slide unless not ALLOWing it was a simple oversight by the WOC
folks.
