[CONDUIT #SML-838083]: SSIFNL grib1 found on CONDUIT

Art,

The GDAS was on the list of pendingdata requests from the CONDUIT meeting
2 years ago, but data wasn't available on the NCEP ftp server. As they
have added it, it was introduced into the data stream, but yes we certainly 
want this to
be GRIB2. I'll contact NCEP and see if we can get that changed.
