Luca,

You should always use the NWS machine name and not the IP address since the 
machines
behind the scenes can change over time. Also, the name MT.avn
was replaced with MT.gfs several years ago. Use:
ftp://tgftp.nws.noaa.gov/SL.us008001/ST.opnl/MT.gfs_CY...........
