Hola Vilma, 

What URL were you trying to access?

Our Library does not, and has not had a case study regarding the
Venezuelan floods.

The cases I support are located at:

http://www.joss.ucar.edu/cometCases/

and are contained to the contiguous US.

I know many people have studied these floods, perhaps with a bit more info
I can help you track some down..
