[AWIPS #JXQ-563469]: EDEX beta server for V23.4.1-0.3 not connecting

Hello,

What if you click on the "Validate" button? Does it show "Successful 
Connection" after a few seconds? If so, then you should be able to click 
"Start" and CAVE will start up.
