[AWIPS #JHH-940126]: How to change EDEX's default ports

This is a little bit out of my wheelhouse, however you should be able to modify 
the VM to use the specified ports in the setup.env.

Additionally, ideally you should be able to change the port in the setup.env 
however I have not had much testing with this. If you do I suggest rebooting, 
restarting some of your services.
