[AWIPS #QLB-140418]: Issues Loading RGB & Model Parameters (20.3.2-1)

Hi Steve,

If you run the desktop shortcut it should work properly.
If you're running from that folder, you actually want to be running the icon to 
the left of the one
you pointed to in your screenshot.

Let me know if that works?
