[AWIPS #PYP-441804]: ISSUE: 20.3.1 Edex with NOAAPort

Hi there,

It sounds like some things didn't get installed properly when you installed our 
EDEX.
Does this file still exist on your EDEX machine: /tmp/awips-install.log?

If so, could you please send it to us?
