Do you have 20.3.1 installed, or 20.3.2?  We (at NSF Unidata) only support our 
specific versions
and releases of AWIPS.  We did release 20.3.2-1 just last week:

Is this the EDEX you have installed?  Or do you have 20.3.1 from NWS installed?
