[AWIPS #CVF-252865]: RAWS Observations ?

Hi Pete,

I have some good news. We have been able to obtain access to the RAWS dataset. 
We are still finalizing some agreements, but we could have something for you to 
test with. This would be on our beta EDEX server, so you would need the beta 
version of CAVE: http://unidata.github.io/awips2/install/install-cave-beta-v20/ 
. 

I'll need to create a specific user config for you to see the updated menu to 
load the data from (during the testing phase). What operating system are you 
using? What is your username/machine name?
