If you had CAVE previously installed on your Windows you had to add three environment (user or system) variables: PYTHONHOME, PYTHONPATH, and JAVA_HOME. Can you please now remove those variables? Access the Environment Variables window by typing "env" in the start bar, hitting enter, and clicking on the "Environment Variables..." button at the bottom of the "System Properties" window. PYTHONHOME and PYTHONPATH should be under the "User" variables, and JAVA_HOME will be under "System". Then close CAVE, remove caveData (http://unidata.github.io/awips2/appendix/common-problems/#windows), restart CAVE, and try and load METAR data.
