[AWIPS #CHW-659574]: Watches - default color and fill style

Hi Pete,

You can modify the 
/awips2/edex/data/utility/common_static/base/warngen/phensigColors.xml file to 
change the outline of Watches and Warnings and we have the option to turn 
on/off the hatched fill, but currently we don't the functionality to change the 
fill style.
