[AWIPS #FRQ-918024]: add WRF to EDEX

Hi David,

One of my coworkers just notified me of another common way of converting WRF 
data.
You can use the Unified Post Processor (UPP) to convert WRF output to GRIB data:

Also, if you're using Python, you might be able to make use of an existing 
Python
interface to convert between netcdf and grib:
https://github.com/ecmwf/cfgrib
