[AWIPS #WOM-137582]: CAVE refused connection to server question

Hi Pete,

Hmm... When you start up edex, and then run:
 psql -U awips metadata

Does it complete okay and actually access the database?  (You'll know it worked
if the prompt symbol changes and you can run \d and it lists the tables, use \q
to exit).

I'm wondering if the database starts up at all when you start edex.
