[AWIPS #MOM-689702]: Lightning data from local feed

Hi Pete,

I changed the name of the file to have "nldn" in it (so that it will match the 
textlightning distribution file)

/awips2/edex/data/utility/common_static/base/distribution/textlightning.xml

and then used the following command:

python /awips2/ldm/dev/notifyAWIPS2-unidata.py /home/awips/new_nldn

where you just have to give it the path to where the file is and the filename
