[AWIPS #VHK-986232]: Upgrade to LDM 6.13.15 for the next version of EDEX/CAVE/AWIPS2

Hi there,

Thank you for bringing this to our attention. We are hoping to do another AWIPS 
release
with specific EDEX updates in the near future and we will look into 
incorporating the 
updated LDM version as part of our release.  Please keep an eye on our blog:
