[AWIPS #EVA-999058]: Fix for Non-Convective FFW

Hello,

Unfortunately the Non-Convective FFW (incl. Damn Break) requires basin data 
which comes from FFMP (Flash Flood Monitoring and Prediction) and gets stored 
in it's own database. This is not something we can be running on a national 
level.
