[AWIPS #FQD-420653]: Awips WFO change localization

Hi Thomas,

I wasn't able to come to much of a solution for you.  From the sounds of it, 
it's very unclear as to if
we've ever supported the GFE at multiple localizations.  It appears as if some 
necessary data is missing
on the backend, when it goes to try and populate the GFE view and I'm not sure 
how or where that data is
located or how to populate it properly even if I did have it.
I'm sorry for the disappointing news.  At this time I don't have anything 
better to report, but if I do 
come across anything, I'll be sure to let you know.
