[AWIPS #FTX-514016]: Python-awips

Hey Jamie,

Not all records actually have turbine intensity values.  That's why there's the 
line in the script that says:
if tub != "":
    print d.getString("turbInten")

That's because some records return an empty string ("") for the turbine 
intensity, but I assume they probably return valid lat and lon values.
Let me know if that makes sense and clears some things up for you.
