[AWIPS #SRN-316175]: Warngen issues

warngen is an operational feature used by the NWSFO's..to  issue warnings and 
watches. This capability is removed from the educational and research versions 
of this software. Obviously, we cannot have everyone issuing watches and 
warnings :)
