[AWIPS #LHB-738743]: Unusual Graphics Issue With Wind Data

This makes me suspect it's an issue with Python includes for derived 
parameters. Just to be clear, you've encountered this problem with both Linux 
and Windows Unidata CAVE releases, or it this only a Windows problem?
