[AWIPS #PEK-705151]: HDF5 not updating

This sometimes happens when EDEX has been running for a long time and is then 
restarted. It's the Qpid service that isn't running (check with "edex").  The 
workaround is:

1) edex stop (then wait until all processes are done, watching with the command 
"edex")
2) rm -rf /awips2/qpid/messageStore/edex/
3) edex start
