[AWIPS #CIK-210123]: Awips Localization Perspective

Scratch that.  All you need to do is add 

-Dorg.eclipse.swt.internal.gtk.cairoGraphics=false

to the end of /awips2/cave/cave.ini and restart CAVE.  I'll add this fix in the 
next CAVE update.
