[AWIPS #CIK-210123]: Awips Localization Perspective

Hi Justin,

I wasn't aware that the localization perspective requires /data to exist.  I'll 
take a look under the hood to see if it's actually required.  In the meantime, 
if you manually create the /data directory as root, and re-launch the 
localization perspective, it should be good to go.
