[UDUNITS #UJP-947934]: [Help] pre-built libudunits2 library for Windows 10

Howard,

I don't know of any pre-built UDUNITS2 libraries -- but that doesn't mean there 
are none.

Perhaps I can fix the build process. What did you do and what went wrong? The 
actual output would be most useful.
