I talked with John Caron about this issue. He believes that the difference 
results from the different ways that the UDUNITS package and the JODA package 
handle time (the JODA package handles time much more comprehensively). He also 
said that the TDS is going to replace the use of the UDUNITS package for time 
handling with the JODA package.
